Question / Help Recommendation for streaming settings PC

I am wondering if anyone can suggest to me the best settings to use for stream would be
I don't like having my games feel different for when I am playing meanwhile streaming so I am looking for the best balance to have a nice stream and be playing without issues
my rig-
i7 8700
GTX 1660 Super Overclocked
12 GB RAM

Your rig is good for doing 1080p gaming. One thing you have going for you is that you bought a GTX 1660 Super which has an onboard Turing encoder. You are better off using it relieve CPU usage from software encoding. An i7-8700 is 6 core/12 threads. Its fine for playing just the game. But introduce x264 encoding and a really heavy game, your CPU will be stressed, leading to encoding lag and poor looking output.

To prevent that from even happening, use the Nvidia onboard encoder (NVENC new),. Go to OBS Settings | Output and mimic the dialog box for the streaming tab shown below:

Looking more into your log, there are some things I would change

1) Update Windows 10 to current 1909 build (Nov 2019)
2) Go to Nvidia and download GeForce Experience. Update your GPU drivers every month.
3) Use 709/full or 709/partial (OBS Advanced | Video)
4) For your C920 webcam resolution, change it to 640x480 instead of 1920x1080 to reduce image processing. If you are like most of us, you only show a small rectangle of yourself in your scene, not the entire full screen.

Other than that, everything looks good. This is a good balance of hardware components for 1080p gaming and streaming without breaking the piggy bank.
