Question / Help Recommend streaming PC

Mac user here who has to use a PC at work. Our current PC that we stream with is a very slow Dell OptiPlex 3060.

If we had $1,000ish, what would be a good and fast PC to use for streaming? Just need the tower.

No gaming, just 2 HDMI inputs to capture a camera and a desktop computer, along with a Skype video conference and Skype screen sharing. It’s basically a “talk show” with the host using the camera/desktop and the guest calling in using Skype.

Just need a tower, no mic/monitor/etc
