Question / Help Recommend some OBS settings for me?

Hi, I can't seem to find some comfortable settings to stream.. I would like to stream at 720p/30fps on csgo, and maybe league of legends/minecraft.
Here is my computer specs:
AMD FX8370 @ 4.0ghz 8 cores
Sapphire R9 280x 3gb gram
8GB of ram
1tb HDD
Upload: 3mb/s
Download: 50mb/s

For csgo I dont mind playing on lower resolutions

Base resolution should match whatever you're running CS:GO at, 1920x1080 or 1280x720 or whatever.
Downscale resolution should match 1280x720, FPS at 30.
Bitrate/buffer at 2000 Kbps, audio at 128 Kbps, and your CPU should be able to handle the fast preset for most things I imagine.
