Question / Help Reccomended settings for internet/comp

I'm sort of new to OBS and some of my viewers are saying they get freezing.

i5 3570k @ 4.0ghz
16gb @ 1600mhz corsair vengence
HD 7950 (oced to 7970 without shaders)

If you have decent settings for your connection and you are not dropping frames, then the the stutter/stopping of your stream is related to the viewers download speed being too low(you stream at 3000 bitrate and your viewer has only a 2000 download then it laggs for him) or just simply the twitch servers being bollocks (you can't do anything about that).

Just use the estimator that has been posted and set everything up , make sure you are not dropping frames and you are streaming to a twitch server close to your location (every now and then people will still say your stream laggs but you can't do anything other than hope that twitch will finally fix their servers one day , now that they are the only proper site for streaming).

The estimator puts your values at a fairly "safe" lower level, just remember it's only an estimate. The only way to get the best value is by tweaking the settings, streaming, checking the results, and if necessary keep trying until the values are the "best" (most stable and best looking to the bitrate you can support). Especially for frame dropping and freezing. You have to keep tweaking the bitrate until it's at a generally safe level.
 
Yea i did the same , i kept running upload tests to the different twitch servers to find the best server for me . Then i had 2 friends (1 with a fairly weak downloadspeed and 1 with a high download speed) watching me, reporting any problems, lags or whatever.
