Question / Help Really low gpu usage

When I stream (this is like two days ago) i usually get lowered gpu usage like 70% but today when I try to stream I get like 40% gpu usage. I am trying to get the ghillie suite in COD ghosts and its nearly impossible to snipe when im getting low fps. I couldnt tell you exactly what kind of fps im getting because when i open fraps my mouse starts jumping all over the place. But I know its low. Maybe 20-30 fps.
Also it says my cpu isnt overclocked but it is its at 4.2 GHZ

You really should downscale that 1080p stream to something like 720p, a first person shooter at 1080p and only 2500 Kbps isn't going to look that good. It also requires a lot more CPU power to encode, especially using the fast preset. If you don't want to downscale, try with a less demanding preset instead like faster or veryfast.
