i have been able to stream with no consistent dropped frames for years. after the latest obs update, that recently changed. i have tried literally all the troubleshooting you can do, there's no way it's not my hardware all of sudden going bad on me but i really don't know.

Anything below 90 quality is bad and most probably an issue on your ISP. The closest servers to you should always be 100% quality.
According to the log file your local network looks good (1 gbps) so I don't think the issue is on your side, unless you're using some program that "helps" getting a better connection, which is not the case for streaming. If you use one of this apps, undo the changes it did, then uninstall it, restart the computer and test again.
On the OBS side, display capture must be on it own separated scene, never set it with game or window capture because it causes interferences.
Also, you only need one game capture per scene. If you want to add a different type of game capture it's advised to do it on a separated scene as it tries to capture always, consuming more resources.
