So firstly, the "recording screen" preview isn't what's getting output to the file, so it should look different.
It looks like you're trying to record 720p60fps at 2000 bitrate, and I don't use NVENC but it looks really low. In fact, if you can use "CQP" rate control, you should probably do so if you don't stream (which it doesn't look like you are). You should set your CQP somewhere from 15-25, with 15 being really good quality and 25 being more average quality (I think 18-20 is good, but that's your choice). If you stream, stay with CBR and try somewhere closer to ~4000 bitrate. Otherwise, you can try increasing output resolution to 1080p60fps.
