Question / Help Randomly getting Massive Packet Loss

I've been having issues with massive packet loss lately when streaming. For a long time it's in the clear, and just fine. Then other times, my stream is unwatchable due to the packet loss. Here are the log files from my last stream:

I have 120 down/10 up internet. That shouldn't be my limiting factor. My CPU usage never exceeds 25% while streaming. I'm using an Elgato HD60 Pro to capture console gaming, which probably isn't relevant to my issue.

Could it be anything other than my internet? I'd be happy to pay for some kind of support. Thanks in advance for any help you guys can offer.

Is there any doubt that it's a problem with my internet connection?

You can try open command and do: ping google.com -t (ctrl+c to stop)

Any ping time out is packet drops, which can cause problems with streaming.

your quality is at 0 which means the issue is your ISP. quality 0 means you are being throttled or constant drops. you probably cannot stream with your ISP in that condition.
