Randomly failing to connect / twitchtest 0 quality

Hi guys!

Sorry this is my first time posting, so I apologize if I format incorrectly or anything.

I have a peculiar issue and I'm at a bit of a loss. I've streamed for around 2 years on the same settings with no issues, however my OBS randomly (mid-stream) decided to go red and experience huge framerate loss. I stopped my stream, and did a quick Twitchtest and every single server was 0 quality. It has been like this since then, and I have no idea what the issue is. My settings have not changed and my upload/download speeds are consistent (with my internet working absolutely fine).

It's as if something has randomly decided to block my connection from OBS to Twitch, and to Twitch only, and I'm not sure where to look. Firewall and antivirus have both been turned off to no avail, router restarted, ethernet cables changed, I've even lowered my bitrate down to the minimum and it has no effect.

Today I have reattempted, and again I am losing a lot of frames (not as much, but still enough to stop me streaming successfully). Twitchtest is now displaying quality of around 20. Here is a log file of just now:

I have no idea what this is. It appears almost as if I am being randomly throttled to Twitch? Has anyone else experienced anything similar?
