Random massive frame drops.

My speed is 200mbps down and 20mbps up.

I stream to Twitch at 720p, 4500 bitrate.

I don't have trouble with anything else when it comes to the internet.

All of my drivers are up to date.

My ISP has been here twice already to check my router, cables, connection; and everything is fine.

Nothing else is connected to the internet, only my PC with a wired ethernet connection.

I've tried using different ethernet cables.

I did a packet loss test and have no packet loss.

I did a Twitch Bandwidth Test and have tried streaming on the top three servers for me and I still get frame drops.
I've also tried Auto mode.

I've tried different combinations of the network options on OBS and it still happens.
I've also tried with all of them off.

I've tried streaming at 3200, 4500, and 6000 bitrate and I get the same random frame drops on all of them.

I don't have the option to disable "low tatency mode" in my OBS network settings.

Don't know how to disable "new socket loop".

"Dropped frames" means that your connection to remote server isn't stable or you can't keep up with your set bitrate.
Maybe you can try to turn off your firewall/anti-virus/security software and try again. And ckeck if your router is slow and somebody else or another of your devices on your network is using a lot of your upload bandwidth.
If you have checked all these and made sure there are no problems, then you can consider changing the recording software, for example bandicam, recmaster, xbox gamebar, and so on.
