Hey everybody new user here!
I was messing around with my OBS settings and testing my stream in front of a clock, and I finally got the stream to stop skipping! I was so glad, but afterwards I looked at my stream and saw it randomly lagged once every 15-20 seconds or so, and would lag for 1-2 seconds straight.
I have no idea what I am doing wrong and I lowered my encoding bitrate even more but I'm not sure if it's going to fix the problem.

ASUS 24X DVD Burner
ASRock P67 EXTREME4 GEN3
Crucial M4 128GB SATA III MLC Internal Solid State Drive
G.SKILL Sniper Series (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1866 (PC3 14900)
EVGA GeForce GTX 760 SC 4GB
Intel Core i7-3770 Quad-Core Processor 3.4 GHz

If you need any more information please let me know! I am trying to stream at 720p60fps and it seems to just now be giving me issues.
