Question / Help Random fps drops

Hello, i am experiencing some random fps drops while streaming/recording, tried updating graphics card driver, lowering bitrate, switched to OBS studio - nothing helped.
Windows 7 Enterprise
CPU: Intel core i7 4790K 4 Hhz
GPU: MSI Radeon 7870
RAM: 16 Gb Cruicial

Also, streaming with my setup is impossible with Windows 10, because OBS crashes my Amd driver and causes PC to freeze.

In Cs:Go fps drops from constant 250-400 to 50 for a brief amount of time (like half of second), in Dota2 - from 120 to 60 or something like that, which obviously affects overall playability

Wont Fix the Problem but makes sure you are using a Default Value.

Scene Buffering Time to 700 instead of 400

Also do you have any sort of Overlay running? like TS3 Overwolf, MSI Afterburner FPS Indication or anything else compareable like that (Razer Synapse etc.)

I have Roccat software for my mouse, tried turning it off - nothing changed.
Scene buffering is 700
The only overlay thing i have is Steam
