Question / Help Random FPS Drops

I am trying to just find the best settings to record, and in the future, maybe stream a bit, But in game(LoL) It will be running totally great and randomly have FPS drops from 60 to 30ish but it feels a lot lower than 30. But after a second it will go back up, its not during team fights or anything its just totally random and annoying. Any advice?

It's probably using a fair amount of CPU for that particular CPU (only two actual physical cores), though it seems to be handling that resolution surprisingly well otherwise, but you probably *might* still need a bit more downscaling. I would check to see if downscaling more helps at all.
