Random fps drops/stutters in recordings but not in-game

yeah, just like the title says.

fps drops at around 30ish? it seems to be a fixed value but still i dont know what's happening. the recordings are smooth and all but in sudden moments fps drops happen.

what i've tried:
- updating obs, and installing a beta version of it
- updated/clean reinstalled drivers via DDU
- disabled CUDA-intensive features (psychic tuning)

1. my games are always hard capped by RTSS at 60fps with NVIDIA Reflex as a method
2. i am saving recording on an HDD but it wasn't an issue for NVIDIA Shadow Play (i haven't noticed drops that obvious)
3. i am mostly using the replay buffer feature to record videos
4. i am using NVENC AV1 codec for all the recordings, and in beta version of obs it said that the codec i was using is deprecated so i chose a working one (still NVENC AV1). that did not help with anything.
5. logs DO NOT show any signs or rendering/encoder lag, and i have setup the Advanced Scene Switcher's macro to alert me when lags happen:

6. it happens both in old and modern games, here are examples:

yeah just found out that's an obs issue in general. smh. they better finally fix it asap, people are getting insane because of this issue. or at least announce it somewhere

Yeah, it also occurs on my all AMD system and you can find countless threads about this issue.

Fenrirthviti claims that it doesn't affect everyone, but I think everyone has it, some games or scenarios can make the stutters unnoticeable, such as 2d platformers like Celeste. A reason why I think some couldn't replicate it, is because they didn't record long enough for the stutters to occur, or the stutters are just unnoticeable with what they're recording. I've always recorded osu! for my tests and the stutters always happen within an hour.

So far, the only solution many people claim is to get a capture card and enable buffering on it, which is still a viable option for single PC setups via passthrough.

One thing you haven't tried is updating Windows 10 since at least June 2023 when Microsoft stopped supporting it. Update to the latest Windows release to ensure continued security, functionality, and compatibility.

After updating Windows to the newest version, enable Game Mode via the Windows "Settings" app, under Gaming > Game Mode.

Cap your games at 60 FPS / Enable G\V-sync. If still having issues, then

check these out:

people say it could be fixed by disabling reflex-related features and capping a game at 60 with a built-in fps limiter. goodbye my input latency.
