Question / Help Random CPU Usage spike in OBS

I'm having an issue where obs is randomly spiking and maxing out cpu usage in task manager but it doesn't register in obs that it's spiking to 70 plus percent
It seems to be triggered by certain events, like EVERY TIME I go to the next song in google music in any browser
I've tried running as admin, doing a fresh install and redoing my scenes, I updated all my drivers and bios, I'm at a loss here

I updated everything. Bios included. Ran that program, everything is up to date
Still having the issue
I used a blank profile and a blank scene collection and it STILL does it

No, It's only had a 1070 in it. I bought it prebuilt from a company, should I uninstall and amd gpu related things?
 
or just run DDU in safe mode and clean AMD - enable safe mode in options
make sure it did not uninstall driver I gave you. if it did reinstall it

Since I just got this pc, I'm going to do a reset first, start from scratch, and make sure I didn't futz with something

Btw, interesting tidbit, at no time did it say encoder overloaded or show skipped frames in the obs stats window when this happens. Also, if I let imagers unload when not visible, it would drop the fps in obs

I'm versed pretty well worth obs, but I've been running off a laptop for the last 2 years, I thought getting this setup would make it easier since I wouldn't have to worry about cpu overhead. I use a capture card to captor my Xbox, so I'm not gaming on the pc while I stream
