i just recently started streaming from a secondary pc with a capture card and im starting to get random lag spikes on my stream

my native resolution is set to 1920x1080 and its downscaled x1.5 to 720p

i run 3500 as my bit rate and heard that lowering it might help but i also heard that fast pace games like csgo should have higher bitrates so they look smoother while streamed

The whole purpose of a 2PC streaming Setup is that you can use compression (a lower Preset) on your streaming PC so you can achieve the same Picture Quality with a lower Bitrate.

What you had in your VOD are simple framedrops so either your Connection was dropping Frames or your Capture Card fell behind for a moment.
