Bug Report RAM usage is at 99% when running OBS with only 240MB of it being used by the program

When running OBS not minimized (because i have heard this can cause problems) it will say the usage of his RAM, which is 16GB of DDR4 will be at 99%, but yet only 240mb of the ram is going to OBS, and the next in line as far as size is Google Chrome with 8mb of RAM usage, if anyone can please help my friend on this that would be greatly appreciated.

Sounds like a buggy device driver leaking kernel memory. Make sure all video drivers and capture card / camera drivers are up to date.
