Question / Help R6S Stutter

Okay, so when I stream Rainbow six seige the game stutters for stream. There are no dropped frames and I get a steady 150 fps in game. I use game capture and stream at 5000 bitrate at 720p. All of my other games are perfect and have no stutter or anything wrong with them, they are clear and perfect 60 fps. Any suggestions on why the game might be doing this over other games?

My graphics settings are also on low/med
 
You cant play Rainbow Six Siege and x264 on the same PC. Rainbow Six Siege is a heavy cpu application, use instead NVENC
