Bug Report Quicksync Issues

Because of the high CPU usage BF4 has brought, It was a good game to use quicksnyc with. However, I kept getting this issue while streaming: http://www.twitch.tv/thebadbadrobot/b/466886472

My buddy sad it looked like it couldn't keep up and suggested I put my 120hz monitor on 60hz. I thought it sounded like a dumb idea, but I tried it. This fixed it, however I don't remember this happening before. SO I'm not sure if it's a driver issue or OBS issue.
