Question / Help QuickSync failed to load

Its the fresh windows 7 installation. everything updated , drivers, directx, msvc installed.
x264 and nvenc streaming / recording works without problems like they should
Only QSV fails with [qsv encoder: 'recording_h264'] qsv failed to load
Latest win7 intel driver installed after DDU cleanup
Anything special qsv needs on win7? worked well on win10. looks like im missing some software... not sure what

it works after connecting monitor to intel gpu, but that doesn't help - i have one....
does win7 really needs fake monitor plug on skylake? i thought this requirement was removed with ivy bridge.
