ive been attempting to use hardware encoding on my new laptop to stream games from consoles and have only gotten it to work the first time and never again

Big QSV improvements with v30.
Your iGPU driver is stale, a quick check on Intel support site for your CPU & it looks like the newest version is the same as the A370M driver. Having both installed may be creating a conflict.
