Question / Help QuickSync Does Target Usage quality <-> speed affect ICQ?

Does the Target Usage not matter if I set an ICQ (which is similar to CRF) or does it have any kind of impact on Quality/filesize?

From my understanding the Quality is determined by the ICQ.

So does Target Usage still have an effect on the filesize and or quality?
