Question / Help Quick Sync local recording

Hello again

I found a big problem while tweaking my custom settings in OBS studio.
OBS recording won't stop recording. ("Stopping recording"). This issue casues sometimes(maybe even all the time) the video recordings to be corrupted or not even saved.

I mainly want to record GTA Online. I am using these settings right here - http://prntscr.com/dkwmx6 , http://prntscr.com/dkwnl2
No errors are being shown, just that 90% of time it won't stop the recording like it should do. I'll post logs and everything you need.

Don't use LA_ICQ with target usage quality as rate control. It hangs if it cannot encode fast enough. Use ICQ instead, or use target usage balanced with LA_ICQ.

I didn't know that there exists a Windows 7-specific problem with Quicksync. Then I talked about a different problem. I posted, because Quicksync with LA_ICQ with target usage Quality in fact don't work with later versions of Windows (here: Windows 10). It's only that combination - if you change to balanced or move away from LA_ICQ, you can record fine. As far as I remember, it happens with larger resolutions, so I assume the OBS code cannot handle the situation when the hardware encoder cannot encode a frame in time for Quicksync.

I don't know for later versions of Windows, but Quick Sync on Win 7 is due to DirectX problem. Anyway, I am glad I fixed it once and for all. I am now recording on LA_ICQ at 23, target usage is balanced. Easy 60 fps on 720p outscale. Bitrate is around 45k, but I export it at 16k for youtube
