Question / Help Question regarding Encoding?

Hello, I've had cox in this apartment for approximately 2 months and until this week everything was going great. I have the Cox Internet Preferred plan.

Until recently when I would speedtest my internet would show approximately 42-47 mbps down and 6-9 mbps up. Time to time I occasionally stream some stuff so my friends can either watch me play some games / draw / guitar, etc etc.

This issue started a few days ago, in middle of the stream I suddenly saw that the stream was dropping frames. I was using 2500 bit rate for encoding which is definitely enough for even 4 mbps up or higher (using Open Broadcaster Software). However it was showing that it kept dropping frames / having connection failure when trying to stream. While all of this is going on, the download speed is still staying at around 42-47 mbps, however my upload is fluctuating between 2.2-4 mbps up. Ever since that day any time I check speedtest I get the same issue.

When I used the cox internet speed test i am getting mixed results. Most results showed that I am getting 7 (which is around what I was used to) and occasionally getting one or two that shows I am getting 4. Speedtest still constantly is showing 3-5 mbps.

Even when I turn the encoding to 1k which even 1.5 mbps up should be able to handle, its saying I am dropping frames from OBS.

I am currently using a Modem/Router from Cox (2 in 1)

I was wondering what could be causing this issue. I'm sorry that this seems a bit hard to read and understand, I'll answer any questions regarding the issue.

This is the issue I posted at Cox Internet which could have a big correlation to streaming problem. The question I have to post here is.. At the worst, I'm still getting 2.5-3mbps up, which is abnormal for me but for some reason its messing up at the moment. I set the encoding to 500-1k and its still dropping frames, is there another issue that could be causing it?
