[question not a bug] About GPUs

Abstract: I have a very specific question, and I have not found a specific answer for this -- nor has anyone truly heard of this question.

Problem: A streaming site allows 1080p@120fps, and I would like to stream to that site with portal rtx. However, the encoding hits my gpu at 50% with an rtx 3070ti. I have the bandwidth of 15mbs and is fine to stream such. I have streamed 7days to die to it as a test recording, and turned my gpu into a lawn mower basically at 90% usage.

Question: Is it possible to use a 2nd gpu just for encoding and the game being played on the 1st gpu? I have a 980 as backup, and I know this will crank out a ton of heat and max out both gpus, but just generally curious if this is possible? I see a selection of gpus, but unsure how to do this in advanced options or what I would even put as the integer for that gpu. it defaults to 0 btw.
