Question/help: Stream slow/laggy

Hello. I have been trying to set up OBS but have encountered problems. While running the auto-configuration wizard more than once has stopped the actual stream on Twitch from buffering, the game action is slow/laggy. I wanted to post a vid to illustrate this but don't see the option to do so from my files. Please let me know whether or not any additional info needs to be provided. Any help would be appreciated.

Internet download speed was 93.5 mbps.

Internet upload speed was, at last check, 33.2 mbps.

Thank you for your response. I can uninstall the virus software easily but getting a 16 RAM laptop and a wired connection might be harder to accomplish. Are these the only options here?
