Question / Help [QUESTION] Dual PC stream (new build)

Dear community,

First of all thanks for taking time to read my topic.

Since a couple of months I stream on twitch.tv. Its fun and I really enjoy it.
Since I stream Battlefield 4 on a single setup atm I was wondering if someone could help me with this:
I stream 720p 30fps and I got drops below 120fps(I need 120 constant to play normal)
What I want is to do a smooth 60 fps stream on 720p but the problem I can't handle it on this single computer.

My setup:
i7 2600k 3,4Ghz
EVGA 780ti Dual classified.
16gb ram
Got a good working msi twinfroce 560ti(just in a box now)

I was thinking of buying a new MB, CPU and RAM + PSU
And place the EVGA in this computer and put the 560ti to my build above. To make it a stream pc

Is this smart or do people have other ideas.

Budget will be around €1000,-
Less would be better ofcourse.

I play Battlefield 4 @ 1366x768 120hz btw.
Battlefield is going to be both a GPU and CPU heavy game. also playing at lower resolutions is going to make the game even more CPU reliant.
a 2 PC setup would be ideal with the exception of your monitor running at 120Hz. I say this because most capture cards capture by having a hdmi in and out so you will either need to display through that (limiting the Hz to 60 usually), clone the display to the capture card (might have issues with this method as well or get some sort of splitter (YMMV with different splitters). in either case, there can be issues.

aside from this, 720@60 with a lower preset will need at least an i7 or a highly overclocked i5 with the veryfast preset.

Got an other option. I have a msi ge70 that I will connect with averted gamecapture portable. So use the laptop as stream pc. Hope this will work.

laptops make bad streaming PCs but that one has a mobile i7 which should do alright. 720@60? maybe, but just expect veryfast preset, nothing less.
