question about streaming twitch on single PC

When streaming on a single pc off a 1440p monitor do I set my base resolution to 1440p? then put output to 900p,720p or 1080p?
because I tried this and when I'm in game it lags and has a long delay when I click or change scenes in game on my twitch/obs and even stopped once all together and re loaded up 5 min later... is there something else I can put my base at to stream 1600x900 when my native resolution is 1440p to help the load?

Single Pc streaming specs:
GPU: Asus 2070 super
CPU: i7 10700k
Ram: G.Skill TridentZ Neo 3600 CL16 DDR4
Motherboard: Z490-E Asus strix gaming
Internet: Hardwired at 36 Mbps upload, 104 Mpbs Download

The lag between what you send and the server that broadcasts your transmission can reach several seconds, e.g. 20-30 seconds for HLS mode.

I understand that can happen but on my actual stream it got Stuck on a loading screen and loaded into Game after I had been in for 3 min already, and then paused/froze again.
