Question / Help Query on CBR - Broadcast Bitrate Fluctuates

I have CBR enabled, and set the bitrate/buffer to 2500kb/s

When rendering a silent and static image, my Bitrate indicator fluctuates wildly, from 950kb/s upwards of 3000kb/s

I was of the belief that no matter the content I would always broadcast at 2500kb/s - I previously mentioned silent to remove the "Audio overhead" from the equation.

I'm a nub when it comes to x264, so I may be totally misinterpreting the situation - I just want to ensure there's nothing janky about my setup.

This is normal behavior. Despite the name, using CBR does not mean the bitrate is locked at a static 2500 Kbps and never moves.
