For local recording, keep your preset on SuperFast or UltraFast, and to increase quality, try decreasing your CRF value instead.

Is your video really 1280x720, or is it originally 1920x1080?

Can you explain this to me:

20:25:47: width: 1536, height: 864

Your input is 1920x1080 now when it was 1280x720 before. And the output is supposed to be 1280x720 but now its somehow set to 1536x864. You just changed a lot more than just your preset. If your input is 1280x720 like you said, you need to keep your base resolution set to that.

I have it set to resolution downscale so it downscales to 1536x864 but I am not sure if that is needed as I was given that tip from a YouTube video. So should I set it so there is no downscale or set it to 1280x720 as the downscale if the input is 1280x720?

Set the base resolution to the actual input resolution. Then use a downscale if you wish to record or stream at a lower resolution than that.

Yeah duplicated frames are still super high. Your CPU is too weak. Set a large downscale to save at a smaller resolution. Change to 15 or 20 fps.

You can also try using Quicksync if your motherboard supports it.
