So from what I understand is that if you have it lower the quality of both action scenes and still scenes will be the same?

Generally I wish this value didn't exist. It feels like an unnecessary variable.

Depends on your bitrate. Low bitrates should generatelly set this lower, higher bitrates can set it higher, but generally I just leave it at 5.

AFAIK the quality setting is a tradeoff between high action scenes and quality, while trying to keep your bitrate under the max bit rate. If you set it to 10 you'll notice your bandwidth start to go over your max bitrate setting in action intense situations where the bit rate isn't high enough and there isn't enough buffer to keep up with the actual bit rate of the content.

well it seems that it doesn't actually go over your bitrate, but it just ends up cutting off the quality when there's more motion (from my experiments at least). it seems to work better when combined with a higher buffer size, but that generally tends to make the transmission more bursty.

I don't know enough about the encoder unfortunately, I'd have to study the specifications thoroughly
