last night i installed obs 18.0 and selected qsv as the encoder
today i reset windows 10
i installed obs 18.1 and qsv is not an encoder option so i uninstalled 18.1 and installed 18.0 and qsv is still not an option
i have the latest driver for the graphics device, an hd3000 (9.17.10.4229)
any ideas?

You are either missing Intel HD drivers or changed some BIOS settings. Else it should be working of the Motherboard of your Notebook supports it, which it should in this case.

i installed the intel hd3000 64-bit driver for windows 8 and the qsv encoder option is back in obs
i just hope i won't have any issues … it's the same driver version as what microsoft packaged with windows 10

I have had issues with laptops 2nd Gen Intel CPUs with Quick Sync support for Windows 10. I think that the Windows 10 Intel HD 3000 drivers provided by Windows (2nd Gen CPUs aren't supported by Intel anymore) don't have the media software to support Quick Sync.

I have an hd 620. Before the qsv option was there but ever since i changed obs to use my amd dedicated gpu, the option disappeared and now i have reverted it back to the intel gpu and still its not there. only x264 and quicksync is there
