Problems with PC video recording in 8.1 and 10 / in 7 no problems

When running a video on PC not to download I make a record. Sources screen and vlc video. In windows 7 everything ok.
In 8.1 as 10 too only audio and some pics out of video changing sometimes.
Tried some changes in software but no success.
All the same laptop with 7, 8.1 or 10 !

Problem not clear up to now. In 8.1 I tried a newer version but rejecetd because needs C++ 2017, but newer and other versions installed, rejected too ! This problem cannot be solved only install all C++ and reinstall, repair mostly ineffective, but also uninstall and reinstall often with problems, because all deep in system !
But why in 8.1 and 10 OBS does not work up to now is not clear !
