So I tried posting this on Reddit no luck and I also tried getting help in the chat...
This is the issue from the chat I posted

[00:08] <ObjFit> I use OBS and Elgato HD60 pro to game capture rather than running the HDMI to the HD60 Pro then from the card to my monitor becuase my monitor is 1440p. I use game capture within the OBS window to capture the actual window of the game thisway I dont have to screw up my personal resolution. But the game audio has to be captured through "desktop capture" this means I have to have the game audio super high on my computer again not something I want

Let me briefly explain, for the time being I am playing an MMO which has horrible music (personally I think so at least) however, viewers like to hear the game music. So I keep the volume in the game on my computer at about 80% on the master volume and I usually run Spotify on a playlist for my viewers also. Problem is I use discord and want to hear the people I am playing with but the game audio is so loud that I cant hear the voices. But If I turn the game audio down "in game" It will lower on my twitch channel is there a way that the Elgato and OBS can communicate the raw audio so it is independent of if I lower the volume on my personal computer?
