Problems Starting a Facebook Stream

More often than not I get an error when I start my stream to Facebook. When I load the program and try to connect the first time, I rarely get the Go Live button to turn blue. If I stop my stream and try to start again, I get an error message telling me that I can't access the specified channel or stream key. I have verified that my stream key is correct. I have attached a screenshot of the error message. This started about a month ago. I have run all Microsoft and OBS updates and still am having the same problem. Any help would be appreciated. I'm not sure what to do at this point.

Not seeing the preview window in /live/preview is one issue (often resolved with a browser refresh)
- not being able to stream is apparently a TLS issue... with exact root cause not clear... as far as I've read. Over in Linux three is a known 3rd party TLS library that has a bug... whether that applies to Windows... uncertain
