Problems editing/exporting OBS footage in premiere

This is my first time I've used OBS. I recorded some gameplay footage of MTGArena for a youtube video. It was recorded as a MKV file, which I had to convert to MP4 using VLC. The MP4 video plays fine, as did the MKV video, which I believe has been deleted.

So, the MP4 video by itself plays fine, but when I tried to edit it and then export it with Premiere Pro, it came out looking like this.

ALSO, exporting time for premiere pro was way higher than it normally is. To test, I tried to export a video on the same resolution settings I recorded with my video camera. A four minute live video took about 45 seconds to export, while a 4 minute video of OBS recorded gameplay is saying it will take 45 minutes to export, and still comes out looking laggy.

Is there any way to
A) Export my OBS footage from premiere pro without it being unwatchable, and
B) Export OBS footage from Premiere Pro without it taking an hour when it should take a minute?

As I'm not a Premiere Pro user, so I haven't retained the answer, but if you search in this (and the Mac) forum, I've seen a number of discussions about the settings to use to create a file Premiere Pro can use .. from what I've read, often problem isn't the video file, just a compatibility issue [which Adobe is unlikely to resolve]. Oh, and of course, don't delete the source MKV file until you know you have a file that works in Premiere ;^)

Oh, and Premiere has well documented issues with performance, being super old code base that fails to take into account more modern higher core CPUs. So, as much as Premiere Pro is a large player in video editing world, it has a long history of well-documented 'issues', so blaming OBS is likely misplaced. Instead, you are more likely to be successful if you focus your search on settings that, while valid in a video file, Adobe doesn't work well with and how to optimize your setup for compatibility ...
