Question / Help Problem with upload and OBS crashing

I have been streaming to twitch for around 8 months. The first seven months I had no problems what so ever. Recently I have been unable to stream do to a problem with either OBS or my ISP. Most times now when I run OBS I can not hold a steady upload (I think its upload. Im talking of the green numbers that jump around in the bottom right hand corner.). Every 30 seconds or so the upload drops to zero and lags out my stream and any game I am playing at the moment and then jumps back up to normal speeds. I stream near Seattle, WA to the Seattle twitch servers. I have Xfinity internet with a speed of 60 down and 9 up. and post screenshots of the results. it is more than likely an issue between you, your ISP and twitch. somewhere there is a drop.

you might want to run a longer test because at that moment of your last log, somewhere between you your ISP and twitch, you were being throttled.

RTMPPublisher::SocketLoop: Stalled for 1743 ms to write 142978 bytes (buffer: 0 / 144384), unstable connection?
