Remove the Riscala in Direta tab. You already scaled it on Video settings which is the place to do so.
You may want to use simple output mode instead of advanced.
Please restart OBS and perform a test stream/recording of at least 30 seconds doing as you normally do, including playing games, full camera or whatever you normally do.
Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.

As the univers knows, on PC CoD games are NOT optimized and you need too much resources to play them. You may want to lower a little the quality of video settings ingame. The settings that work for one person not necessarily works for others.
Add to this that OBS need thoes resources and if you add on top of it another process that needs this resources too (streamfx plugin) the result is the one you have. Try without streamfx plugin and see what happens.
Close any other app running in the back consuming resources, specially GPU resources.
Most people you see streaming in great quality this games use a 2 PC setup.
