Question / Help Problem with stream quality

Hi Obs mates!

I have giant problem.
My +- pc spec is:
Procesor AMD Phenom II X4 955 QuadCore 3.2GHz Black Edition
Radeon HD 6870
8 GB of RAM
Samsung SSD HDD (prolly makes no difference)
8MB/s upload

I have no twitch partnership. I try to stream League of Legends.
My OBS settings are mostly:
2000 bitrate
1920/1080 resolution in game
Downscale to 720p
25 FPS.

And when I stream, some of the guys are saying that I have freezes in my stream every 20 secs, for a 1-3 seconds. Like stream is buffering or something.
Is this might be a problem with my pc, my internet connection or maybe OBS settings?

I'm not really that surprised that you're having trouble. Your cpu is actually relatively very weak.
