Question / Help Problem with red box(high latency)

I have been streaming for 1 week and my bitrate was 1000-1200kb/s , and yesterday it goes to 120kb/s or less (red box)
My internet stats are:
Download rate: 15mb
Upload rate: 1,2mb
I tried to drop the max bit rate, the quality , everything ...
In the preview it says 1200kb/s but when i start it goes to 120kb/s
My streaming is lagging, i hope u guys can solve this problem...

I did everything in that topic before creating mine, i still can't solve this problem

This problem isn't about my internet, when i start using 3 programs simultaneously it starts lagging i dunno why
Is there any program that is incompatible with OBS or drop the frame??

The problem is your internet, your speed test only shows 1.4mbps and you're trying to stream at 1.2mbps. This leaves no room for other traffic and you get congestion / lag.
