Bug Report Problem with PlanetSide 2 while streaming

How to set up best performance streaming with Open Broadcaster?
So i want to stream planetside 2 , i have a very good gaming computer with an HD 7970 and a i5-3570k cpu. My internet uploading speed is 1.7 mbps using http://testmy.net/upload at 33MB. So I want to know, what are the best settings for video enconding, max bitrate (kb/s) and buffer size (kbit) to be able to stream smoothly in twitch.tv. Also how many frames per second would be the best as well. thanks!

Note:Currently i have the video encoding with quality balance at 10, max bitrate (kb/s) and Buffer Size (kbit) at 1300. Audio encoding with codec AAC ,bitrate at 256, with a format of 44.1 Khz stereo. My base resolution is at custom with 1920 to 1080 and resolution downscale at None (1920x1080), my FPS are at 60. In the advanced settings I have my process priority class at normal, the video is at veryfast and i have clicked on "allow 60-130 FPS entry in video settings. On the network part i have clicked on the "use send buffer" and the send buffer in sending at 5840, the blind to interface is at default.

So my biggest issue here is that, when i start the stream is not goign smotthly, it stops for like 10 seconds and continues, sort of like laggy. I really dont know what is the problem, if is the speed connection or something that i dont have properly set up I need you help with this. thanks!!!

It's your internet upload rate (not to mention that you are trying to stream 1080@60fps, that alone requiring a bigger upload rate to have a decent stream quality)
Try streaming at 30fps 1.5x or 2.0x downscale. (also keep in mind , total bandwitdh used is ~ your video bitrate + audio bitrate, don't get too close to your max upload rate as the video bitrate while streaming may go above your set bitrate)
You can use http://obsproject.com/estimator to get an idea about your settings based on your internet upload rate/cpu/gpu
