I have to guesses, as I can see you have no bitrate limit and a CRF of 15. That means for me you try to local record at high quality.

There could be 2 reasons in my point of view why your recording lags.

1. Your CPU maybe can't handle the CRF=15 I would also reccommend a CRF=18 because at that point there is no more visual gain. The game you are playing is OSU so You even could disable the CRF entirely and use Quality Balance 10 instead wich equals CRF=22. That will put away stress from your CPU
Another thing you can do is the Preset: Ultrafast(you are using Superfast atm) it will increase the file size but will have no impact on Quality due to your settings are for local recording BUT that only works if my second guess is not the problem.

2. Your HDD/Hard Drive can't keep up with the bitrate/is to slow in writing the file. Do you run the Game on the same HDD as you save your recording? That can signifanctely Impact the writing of your HDD.

Thank you sir !
i have noticed that if i replay the recording on flc player that it will be lagging but if i upload it on youtube the lag is strangely gone

OOOOHHHH you are right I totally forgot about that. I ve encountered the same problem with VLC. The player is not fast enough in encoding 60fps as it seems. Use the Media Player from Windows there shouldn't be any lag either. But sadly sometimes it can't open the some files. But raw footage of OBS is Playable on Win7 Media Player so far.
