Question / Help Problem with Frames and Bitrate

Hi everyone!

First, sorry for my english, i will try to explain my problem the best i can.

I was streaming everyday without any problem any kind of game, but yesterday i had to reinstall windows because i upgraded my Motherboard and my procesor and now i can't stream, i drop between 50 and 40% packages.

I have only 3mb upload, i know it's not a lot but like i said, i never had a problem before, i just stream at 2000 bitrate. Now i have the same config before the reinstall but with this problem.

I check with my ISP and there are no problem with my connection.

I notice that the bitrate drops significatly, it's at 2000 and then drops to 500 and then to 0, stay at 0 and then comes back to 500 and 2000.

Yes, i have the drivers to date.
And i'm just trying to stream, so i only have open Chrome to try everything, incluing the sound and mic, just in case if someone is asking for CPU usage.

Windows 10 pro 64 bits
Intel i7 7700k
MSI Z270 Tomahawk
16GB DDR4 3200 Corsair

I swear i tried everything before posting, i read that, another post here but i didn't find any solution, like i said, i only reinstall windows and now i have the drop.

looks weird that drops exactly to the half bitrate (14xx to 7XX to 0).
