Problem with either OBS or Elgato not sure which one or if both.

I'm having an issue with the HD60S, I'm using OBS to stream Spider-man on the 1st gen PS4, but it freezes not long after I get to playing. I checked my task manager and my power usage is critically high. I have a Nvidia GTX 1050 2GB Graphics Card.
