Question / Help Problem with connection streaming to twitch

Hi, i'm having trouble with my connection for streaming. I use an optimal bitrate for my internet according to what I searched up online, and i'm still dropping frames like crazy. Any lower and the quality of the stream isn't even worth looking at.

And this is my up/down speeds. I'm connected to the New York, NY server for twitch. Streaming at an 1800kb/s Max Bitrate and Buffer Size. For some reason I keep getting frame drops. I tested hitbox.tv as well, and I still had issues. I'm not streaming over wireless, and changing the bitrate didn't help. I allowed OBS through my firewall as well and still had frame drop issues.

Anyone have any idea what the problem might be?
 
Try doing a ping test by clicking the link at the top of speediest.net. *note: you need the Java run time environment in order to use the ping test. If the test detects lost packets then the quality of the stream may go down resulting in choppy video. If the ping test is a success then you may be too far from the test server.
