first i had this in my logs
[CoreAudio encoder]: CoreAudio AAC encoder not installed on the system or couldn't be loaded
then i found this guide and followed it: https://obsproject.com/forum/resources/obs-studio-enable-coreaudio-aac-encoder-windows.220/
i was really happy when i saw this line: [CoreAudio encoder]: Adding CoreAudio AAC encoder
but then i started recording and audio was really bad so I checked properties of this video at LAV audio decoder and there was this:

i still have pcm output and i don't know what to do and i'm like uhh man i wanna cry now
can you help me to fix this problem?

You have rendering lag that means that the video card is overloaded with the task.
Audio is OK. Any encoded format should be unpacked during playback (like AAC to PCM) - it's normal.
You may increase Audio bitrate if you wish. What the issue with the sound itself?

Ok, is there a solution of this lag?
About issue, I can't describe it precisely. You can check it yourself by watching this video:
And this how it has to be:

The device you recording either configured wrongly in Windows or has additional filter applied (driver option).

Google for "Recording devices", "Playback devices" settings (In Windows, Recording (and Playback) devices>Properties>Enhancements if any, try to disable them all). In the settings of the device make sure that it is full range speakers, stereo, equalizer is off, shared mode of the device is stereo too. Make sure that the device has enough bandwidth for USB port it connected to and so on.
