My internet upload is like 0.6Mb i know its pretty low but i was able to stream on low quality without problems.

I dont know what happened but one day i couldnt stream more cause ever time i tried to stream frames were dropping to like 1200.

http://puu.sh/2AUdB for example now.

My pc is:
i7-2600 3.40ghz
ram: 4.0gb
video: nvidia gts 450
w7 64bits

I dont know why but ive tried lot of configs on the stream and couldnt make it happen. If someone knows why this could be thank you so much.

Try lowering your bitrate or picking a different server. A log file would be helpful too.

You are dropping frames like mad, even with an absurdly low bit rate. I see that your upload speed is very low...can you test your upload speed at http://testmy.net ?

Also be sure to choose the twitch server nearest to you to make sure you have the best connection. But your upload speed might not be enough to have anything resembling a decent stream :/

A bit off-topic but that site shows awful speeds when I use it, way lower than they should be even when testing to a nearby server. http://www.speedtest.net/ Shows more than double the speed to Dallas and 5 times the speed to Amsterdam (both compared to those locations on testmy.net). I wouldn't use testmy.net.

You need to pick a local Twitch server instead of letting it random. Also turn off 'minimize network impact' as this requires a working connection and will make things worse until your connection is stable.

On the subject of speed tests, http://speedof.me/ is pretty nice since it allows you to copy the results in graph form and prove you have a stable connection (example: http://speedof.me/show.php?img=130416170644-7295.png). It also changes the upload size based on how fast your connection is, and does a single TCP connection which simulates how a stream would operate. Oh, and no Flash or Java!

Speedtest.net is actually one of the less reliable testing methods, as are most Flash-based speed testers. A site like TestMy.net and speedof.me are more thorough and more reliable. I would trust TestMy.net and SpeedOf.me more than I would trust Speedtest.net due to disadvantages of testing speed in Flash.

But the results I got to Amsterdam (on testmy.net) are less than 20% of my connection. I know that I get more than 13Mbit/s down with my 100/100 connection, even to Amsterdam. From what I've seen speedtest.net is far more accurate, but I'll check out that forum post you linked.
