[Problem] Dropped Frames

Hey,
so I have Fiber internet with 1000 Mbps download and 100 Mbps upload and recently my streams with some serious dropped frames.
I checked the Internet and nothing wrong with the connection. Basically, I'm streaming with 1440p 60fps and I set the bitrate to 20 Mbps with CBR, I even tried with VBR. Like you see:

this is what happens when I'm streaming. before 2 weeks It was just fine and I got 0% dropped frames and green square Throughout the stream, but in the last few updates of OBS, something caused it. like you see, I run also the OBS.Live of StreamElements, do you think that the problem is because of OBS.Live or OBS?
I really need help, that's never happend to me!

Dropped frames are a network issue. They are not caused by OBS. The simple solution is to go to Settings > Advanced > Network and check the box next to the option that says "Dynamically change bitrate to manage congestion". Otherwise see

Ok, I turned on the "Dynamically change bitrate to manage congestion" and it seems to fix the dropped frames but I choose to stream with 20 Mbps and it's using only 8-9 Mbps, It's a network problem for sure?

Yes. You can verify this by setting up a local RTMP server on the same computer and having OBS stream to it. There shouldn't be any dropped frames/bitrate changes.

I tried everything, I talk first with my Internet company and they said that they can't see any problems with the connection. I do a lot of speed tests and it shows me the same upload and download speed every time. the connection is great in games, discord calls, and in Google Chrome, even with uploading files and videos. just OBS not allowing me to pass the 9.5 Mbps upload for streams.
I removed even the OBS.Live tool and open only the original OBS and I still have some problems with the connection.
I tried even to lower my settings that it will be not 2K 60fps but still it's got the same connection problems.

There is a way to broadcast to YouTube without OBS and to see how much bitrate I'm using? (just for testing).
Because I tried everything and I think that it's a software problem in OBS.

It is not a software issue with OBS. I am also on gigabit fiber and am able to test-stream to YouTube at 40mbps with zero packet loss. It is a network issue.

Yeah, sorry, it Is. I tried to test the speed with YouTube servers and it's give me only 6mbps :/
It's very weird
