Preview window dropping to ~30 FPS

I'm using OBS's full screen preview as a means to display my capture card for Discord screenshare; OBS is the only software I can find that allows me to correctly set my capture card's RGB color range. Occasionally the preview window (both the full screen one and the one in OBS's main window) in OBS drops to ~30 FPS for a few minutes instead of displaying the full framerate of my video settings/display.

I've determined that it's not Discord, since it still happens when I'm not screensharing. It's also not the capture card that's dropping to ~30 FPS, since this doesn't happen in the passthrough (the game continues to run at a locked 60 FPS) or in the preview window displayed by other capture apps. I also tried putting a game capture of a low-end PC game (that wouldn't take much resources away from OBS) running at 60 FPS alongside the video capture; both the video capture and the game capture drop to ~30 FPS within the preview window at the same time and recover at the same time. I've also tried turning off Hardware-Accelerated GPU Scheduling, which doesn't help.

Does anyone know what's going on here or does the OBS preview just perform poorly in general?
