Question / Help Preview Stream is Very Choppy

I am new to obs and really want to have a quality stream. If you have to break bad news to me and say that I just can't do it, go for it.

I'm use Win10, Intel Xeon 3.07 Ghtz, NVDIA GT 740 4GB VRAM if that helps 13GB of ram available
